When state troops are upgraded via technology they are pretty decent too. In my opinion best unit for Empire are: Great Swords, Demi Grypth Knights, Steam Tank, wizards and captains for some magic and extra levels for recruits. There may be more but this is what comes off the top of my head currently. Now for tips -any missile Calvary is useless -swordsman and crossbowman armies with one or two reiksguard can be viable until late game or high difficulties -dont bother with Balthazar -magic is pretty weak mostly focus on getting agents like the witchhunter or thane to up the enemies army before fighting them - demigryphs are op but only if you use them to repeatedly ram their lances into enemy asses (flank) -flank like your life depends on it. Obviously, tailor to taste adjust depending on enemies as desired. Im not saying thats the best approach, but thats whats worked for me. In my current Empire game, my armies typically consist of a lord, a supporting hero, two artillery units, four missile infantry, two cavalry (Reiksguard or Demigryph Knights), and the rest is an even split between Greatswords and Halberdiers.
